Our directors collectively have over 30 years of national and international planning and land development experience in both the public and private sectors, bringing a wealth of knowledge along with a pragmatic and professional approach.
We can help with a wide range of resource consents for various types of land development, including new builds, additions and alterations, as well as subdivisions.
We regularly represent clients at pre-application meetings and hearings and can provide invaluable consent strategy and feasibility assessments at the start of your development journey. We also assist landowners and prospective purchasers with due diligence and planning advice.

Our people
PAUL RODGERSManaging Director | PlannerPaul has worked across the country as a planner in both the public and private sectors. He completed a Bachelor of Planning (Hons) at the University of Auckland in 2007 before taking a position with the legacy North Shore City Council in Takapuna. In 2009, Paul joined ViaStrada Ltd at their Auckland office and in 2011, he was shoulder tapped to join The Planning Room. Then in 2016, he co-founded a full-service early learning centre development consultancy, Establish ECE, with Logan Whitelaw. Building on those foundations, he has now co-founded Establish Planning with Gemma-Rose. Paul has been awarded several prestigious accolades, including the Excellence in Strategy and Planning award at the Westpac NZ Auckland Business Awards and being a finalist for the Deloitte Rising Star in 2017. Paul also has first-hand, personal experience, having undertaken several of his own subdivision projects and developed an extensive network of contacts in the development space.

GEMMA-ROSE BROOKEDirector | PlannerHaving worked in planning and project management since 2009, both here in Aotearoa New Zealand and internationally, Gemma-Rose has extensive experience in the industry. After graduating from the University of Auckland with a Masters of Planning Practice (Hons), Gemma-Rose moved to New York City where she spent several years working on large scale developments, from projects for the United Nations to the Metropolitan Transport Authority and New York City Transit. She then spent a year working on the rebuild of Ōtautahi Christchurch, before returning to Tāmaki Makaurau Auckland, where she has led a wide range of residential, commercial and land development projects. Gemma-Rose began working alongside Paul in 2017 and together they founded Establish Planning. |
ALEXANDRA LOWSenior PlannerAlexandra has worked as a planner and policy analyst in Auckland since 2016. Since graduating from the University of Auckland with an honours degree in Urban Planning, she has been exposed to all parts of the consenting process, beginning her career at Auckland Council as a compliance intern and building control planner. She was then accepted into the council's limited Graduate Programme and completed accelerated learning and development through various rotations in urban design, resource consents and parks and community and social policy. As a result, she was offered a permanent role as a policy analyst, where she undertook acquisition and divestment assessments, community consultation and reviews of open space policy. Alexandra returned to processing resource consents for Auckland Council in 2020 shortly before being approached to join a private planning consultancy as a senior planner. In between having two children, she has worked on plan changes, subdivision, land use, coastal and discharge consents. She is excited to continue this work in the private sector with Establish Planning. |
